An official translator in Colombia must have a seal and resolution number from one of these three (3) entities: National university of Colombia, University of Antioquia, Ministry of Justice. No. Although it's a common belief, the Ministry of Foreign Affairs (Cancillería) does not issue these certifications. In Colombia, translators are only certified by one of the three entities mentioned.
Not in all cases. Only when the entity receiving your documents explicitly requests that the translations be apostilled. Keep in mind that, in the vast majority of cases, it is the original document that needs to be apostilled.
